Long-term care

Long-term care indication rejected? Here is what you can do

A rejection by the CIZ is not the end of the road. There are concrete steps you can take.

The CIZ (Centre for Long-term Care Assessment) decides whether you qualify for Wlz long-term care. If your application is rejected, you are not required to simply accept that outcome.

The Wlz is designed for people with a permanent, intensive care need. The CIZ assesses whether your situation meets that threshold. Sometimes the assessment is wrong, medical evidence is missing, or the severity of your situation has been underestimated. In those cases, you have the right to appeal.

Below you will find a step-by-step guide, information on free support, and your options if the appeal is also unsuccessful.

Step by step

1

Request the full written reasoning

The rejection letter often contains only a brief summary. Ask the CIZ for the complete assessment report and medical evaluation. This is the foundation of your appeal.

2

Find free support

MEE Nederland, an independent client support advisor, or the Juridisch Loket can help you write your appeal. They know the procedures and you do not have to do this alone.

3

Gather additional evidence

Ask your treating physician, specialist, or mental health provider for a written statement about the severity and permanence of your situation. The CIZ will factor this in when reconsidering.

4

File your appeal on time

Send your appeal letter to the CIZ, include the reference number from the rejection letter, and explain why you disagree. You may also request a hearing to present your case verbally.

5

Arrange support in the meantime

Contact your municipality for temporary Wmo support while your appeal is pending. Your care needs do not disappear during a procedure.

6

Court appeal if the CIZ upholds the rejection

If your appeal fails, you can go to the administrative court. The Juridisch Loket offers free initial advice on whether this is a viable route for your situation.

⏳ Note: the six-week deadline for appealing is strict. If you cannot write a full appeal in time, send a short notice first ("I am appealing; my full grounds will follow") to preserve your right to appeal.

Frequently asked questions

How long do I have to file an appeal?
You have six weeks from the date on the rejection letter. If you need more time to write your full appeal, send a short notice first ('I am appealing, my grounds will follow') to stop the clock.
Does filing an appeal cost money?
Appealing to the CIZ itself is free. You do not need a lawyer. An independent client support advisor or MEE consultant can help you at no cost.
What if my appeal is also rejected?
You can take your case to an administrative court. The Juridisch Loket (Legal Aid) gives free initial advice on how to proceed with a court appeal.
Can I get care while waiting for the outcome?
Ask your municipality for temporary Wmo support while your appeal is pending. The CIZ and your municipality are separate bodies, but together they share responsibility for continuity of care.
Why does the CIZ reject an indication?
Common reasons: the care need is not considered permanent, the situation could be covered by lighter support (Wmo or personal care budget), or the medical file lacks sufficient evidence. Always request the full written reasoning.
Can I add a statement from my specialist?
Yes. Ask your treating physician, specialist, or mental health provider to write a statement confirming the severity and permanence of your situation. Submit it with your appeal or add it later.
